210K WV households to benefit from UCT grant

ILOILO CITY, Sept. 27 (PIA) — Around 210,311 beneficiaries under the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan in Western Visayas will benefit from the Unconditional Cash Transfer/Tax Reform Cash Transfer (UCT/TRCT) program of the Department of Social Welfare and Development (DSWD).

Fe Gencianeo, DSWD-6 regional field coordinator, said UCT will provide unconditional cash transfer to households in the first to seventh income deciles of the NHTS-PR, Pantawid Pamilya, and Social Pension Program who will not benefit from the lower income tax rates but will be adversely affected by rising prices.

“The UCT/TRCT program provides a one-time unconditional grants of P2,400 equivalent to P200 per month in the first year of implementation,” she said.

She said that in the succeeding years, particularly for Calendar Year 2019 and 2020 of the program implementation, the beneficiaries will be receiving P3,600 which is equivalent to P300 per month.

Of the 210,311 beneficiaries, a total of 11,555 are from Aklan; 18,265 from Antique, 16,898 from Capiz; 55,392 from Iloilo; 104,821 from Negros Occidental; and 3,380 are from Guimaras.

The program is implemented in compliance with Section 82 of Republic Act 10963 of 2017 or the Tax Reform for Acceleration and Inclusion (TRAIN) and Republic Act 10964 or the General Appropriations Act for Fiscal Year 2018.

The TRAIN Law seeks to enhance the efficiency, simplicity and equity of the tax system in order to promote investments, create jobs, and reduce poverty.

To mitigate the effects of increase in prices, particularly due to the increase in the excise on oil products, TRAIN mandates the government to provide social mitigating measures to protect and improve the lives of the poor and the vulnerable. (JBG/LTP/PIA-Iloilo)
