Nueva Vizcaya regulates plastic use


BAYOMBONG, Nueva  Vizcaya, Jan. 11 (PIA) — The provincial government here will regulate the use of plastics as part of its strong support to the Solid Waste Management Program (SWMP).

Governor Carlos Padilla said he already signed the Plastic Regulation Ordinance of Nueva Vizcaya, which was recently passed by the Sangguniang Panlalawigan (SP).

“This is a major move in our intensified support and campaign on the SWMP which is seen to further promote balanced and healthy ecology in the province,” he said.

Padilla said the ordinance seeks to reduce the use of plastics and styrofoams as major wastes that clog waterways and canals, among others.

He added that the ordinance, once implemented and enforced, will lessen plastic pollution and boost environmental protection for the benefit of public health and safety.

The ordinance cover all types of plastics other than biodegradable that end up as residual waste.

The ordinance, however, does not cover plastics that are currently and economically directed within the province through resource recovery such as re-used and recycled ones, including plastics that form part of a product such as semi-conductors and electronic products, except as container or packaging material.

The ordinance, Padilla said will apply to all buyers, market goers, residential houses, peddlers, commercial establishments and government institutions in the province.

Violators of the ordinance will be fined with P1,000 as first offense for individual and P1,500.00 for business establishment and institution;  P1,500 and P2,000 for first and second offenses, respectively, for both and P5,000.00 and imprisonment of not more than six months for the third offense for individual and including the possible cancellation of license for a business and an institution to operate for one year.

Subsequent offenses will also take the penalty for the third offense while littering, illegal dumping, illegal disposal of plastic waste and other garbage will be penalized with P500.00 and not more than six months imprisonment for both individual and establishment.
